Toshitsune Maeda, 3rd lord of the Kaga Domain, implemented large reforms in agricultural administration. Prior to these reforms, crop yield (kokudaka) was confirmed by official land survey (kenchi) and tax (men) was levied. However, along with the laws and regulations established by the reform, official land surveys were dropped and villages were allowed to declare crop yields. Muragoin, or Land Tax Notifications submitted by villages listed crop yields and the percentage of the harvest turned over as tax. Notifications published in the mid-17th century remain. These notifications were among the most important documents held by each village, and seven were found in Nonoichi City.
